Would you like to do business with the largest buyer of commercial products and services, i.e. the Federal government? You better come prepared! The Small Business Administration (SBA) offers a free online course to winning federal contracts which offers great insight, but you will absolutely need legal counsel before starting the proposal process.
Making certain your “T’s” are crossed and your “I’s” are dotted is no small feat. When doing business with the federal government, you need a detailed-oriented attorney that understands the complexities of the federal acquisition and regulations laws.
Our Government Contracts Law practice includes representing prime contractors and subcontractors with the process of contracting with governmental agencies.
Gilmore Legal is experienced in the review, drafting and negotiations of Prime Contracts, Subcontracts, Teaming Agreements and Joint Venture Agreements. We assist our client in establishing successful teaming arrangements and effective subcontracts tailored to comply with all regulatory requirements and are structured to provide them with maximum protection. We best serve our client by addressing procurement, contract, subcontracting and other issues before they arise.
Government Contracts Administration
If you have been awarded a government contract, your work begins now. As you focus on fulfilling the terms of that contract, Gilmore Legal will help you manage costs, manage risks, maintain quality service, meet contract deadlines, secure contractors to fulfill services, and ensure performance. We can help resolve your contract administration issues to help you successfully fulfill your contract requirements with the government.
Government Contracts Compliance
The complicated rules of doing business with the federal government through the award of a government contract can quickly overwhelm a company, and failure to comply with all the rules and regulations following a government contract award can lead to significant penalties or loss of the contract. Gilmore Legal will help ensure that once you have been awarded a contract, your business stays within full compliance of the contract.
Small Business Set-Aside Programs
Small business set-asides are a powerful tool for helping small businesses win federal prime contracts. The current, government-wide procurement goal is that at least 23% of all federal government contracting dollars should be awarded to small businesses.
In addition, targeted sub-goals are established for women-owned small businesses, small disadvantaged businesses, firms located in HUBZones and service disabled veteran-owned small businesses.
These targeted goals are 5%, 5%, 3%, and 3%, respectively, and are meant to be subsets of the overall small business goal of 23 percent. These goals are important and many small businesses currently benefit from participation in these programs. As a result, we provide advice and consulting to our clients who wish to qualify for Federal Government Small Business Set-Aside Programs such as the:
- 8(a) Business Development Program
- HUBZone Program
- Women-Owned Small Business Program
- Service Disabled Veteran Owned Small Business Program
Gilmore Legal has experience in helping small businesses with successful completion of the certification process. We will work with you to determine whether your business qualifies for these and other government programs. Our services will include assisting you with the compilation of relevant documentation and preparing a detailed and complete application to obtain these valuable small business certifications.
Proposal Drafting and Review
We are happy to assist our client with proposal requests. We realize that for most businesses, hiring full-time technical writers to evaluate and respond to requests for proposals, invitations for bids and requests for quotations, may not be in the budget.
Gilmore Legal offers proposal writing and review to help our clients add value to their current corporate structure while increasing corporate profits.
Before the submission of a proposal, bid or quotation, our attorneys review solicitations and related documents for unusual contract risks, ambiguities, and compliance problems.
In order to maximize the likelihood of success, we evaluate your company’s ability to fulfill the requirements of the bid, request prior winning bids, recommend alternative teaming strategies and manage the proposal process in order to meet deadlines.

For start-ups and even well-established companies, legal representation is not an option or trivial consideration. It is a necessity for imminent protection, growth, and sustained success.
It is our pleasure to inform and advise our clients on the contractual aspects of their business. Too often, we see everyday cases brought into court where the origin lies in the breach of a business agreement.
Contract litigation and disputes could be avoided if the parties to the contract were proactive in obtaining legal representation before entering into a contract.
Many business owners believe that they can draft and review their own business contracts at the risk of leaving themselves susceptible to personal liability. We believe a proactive approach to protecting a business is less costly than a reactive approach.
Gilmore Legal provides proactive legal solutions such as contract drafting, contract review and contract negotiations to protect our client from future risks of litigation.
Contract Drafting
One of our primary objectives is to assist companies in the reduction of expenditures without compromising quality. We are proficient at drafting customized contracts and assisting with the preliminary and secondary stages of drafting and template creation and modification.
Contract Review
Our contract review services help the client improve quality, adhere to timelines and comply with contract requirements. We also act as an intermediary between the client and third parties, allowing the client the ability to focus on higher-value activities.

By developing proposed resolutions to disagreements in terms and conditions, we aim to effectively advocate for our client while providing a “win-win” situation for all parties involved.
